The relevant MACC controller is responsible for putting aircraft into the top of stack and descending them down through them. Approach control is responsible for the bottom two levels of the stack. Aircraft occupying these levels should be on the approach control frequency. Aircraft at higher levels, up to FL120, may also be on the approach control frequency, however those levels do belong to the TMA. TMA Controllers must not clear any aircraft down below FL80.

When an aircraft has been told to descend to the next level in the hold, once he has descended 400ft below the level he was at in the stack, this level is now said to be vacant. Only then can the aircraft above be descended down to the previously occupied level. An aircraft may also report leaving a FL, in which case the next aircraft can be descended to his vacated level. "BAW123, Descend FL70 report leaving FL80" "Descending FL70, leaving FL80 now, BAW123"

Unless otherwise stated, the maximum speed in the hold up to and including FL140 is 220kts. Above this, a standard ICAO holding speed of 240kts is applied.

Speed Limits:

Speed is limited to 250kts below FL100 unless otherwise stated. TMA controllers are no longer permitted to cancel the speed restriction on departing aircraft.

The speed restriction for arriving aircraft may be lifted for tactical reasons.
