Over the last few years, it has become apparent that a lot of members try to get advanced ATC ratings in divisions with low traffic and lower requirements. As soon as they have the rating, they begin to control outside of the division where the exam was taken on busy positions that they are not fully competent on. In the end, this leads to a bad quality of ATC on the network.
At the moment, each division performs the exams of their members with their own requirements. The HQ Training Department provides a minimum standard that must be fulfilled but divisions can increase these requirements if they wish. (This is something that we do here in the UK division). This leads to members with the same ATC ratings controlling at different abilities across all the divisions. As a result, the HQ Training Department has decided to take necessary action to combat this common problem.
It is envisaged that eventually, an ATC rating will only be valid in the country in which it was gained. Before this can be done, some tests first need to be made. Certain divisions are participating in these tests. The UK division is one of them. Other participating divisions include:
- AT
- CO
- DE
- EG
- FR
- GR
- HU
- ID
- IE
- KW
- NL
The test period runs from 15th December 2009 until 30th March 2010. During this time, only members registered in the UK division are permitted to control in the UK division. Members from other divisions can be permitted to control here but they need specific approval from the Division HQ. (This goes for all other divisions participating in the trial also). If approval is granted, a note will be placed on the members profile under "Staff Comments" confirming that this is the case. (Any members requesting division changes also need to have their existing ratings approved before the transfer takes place.)
If any member not belonging to the division logs onto a position without approval from the division HQ, they will be asked to close their connection. If they refuse to do so, a supervisor may be called to help deal with the situation. This may involve the user being manually disconnected by the supervisor.
If you do not belong to the UK division and would like to control here after the 15th December, please email div-hq@ivao.co.uk with details. A member of our training department will then contact you to arrange a practical check. A practical check will be made before approval is granted.
There are some members in the division who are registered with us but got ratings in other divisions in the past. We would like to improve the overall quality of controllers in the division so if you fit this description, we would please ask that you email training@ivao.co.uk with details about when and where you got your ratings. It may be that we require you to go through a short period of training with us to get you to the required standard that we expect in the UK division.

The level of service provided by area controllers at airports outside controlled airspace has been changed. Effective immediately no service should be provided within 5nm and 3000ft of an aerodrome or it's instrument approach, if active.
Pilots departing an aerodrome outside controlled airspace should call the appropriate area or approach unit for clearance to enter controlled airspace, or a service outside controlled airspace, once airborne.
If the shape of controlled airspace is such that there is little room to manoeuvre before entering controlled airspace a clearance may be obtained on the ground, however the pilot should depart the airfield broadcasting intentions on 122.8 and contact the controlling unit again once airborne.
There is no change to the top-down cover philosophy at airports within controlled (class A or D) airspace, these airports are: EGLL, EGLC, EGKK, EGGW, EGSS, EGHI, EGHH, EGFF, EGGD, EGBB, EGNX, EGCC, EGGP, EGNM, EGNS, EGNT, EGCN, EGAA, EGAC, EGPH, EGPF, EGPK, EGPD, EGPB and the Channel Island airports. Unfortunately, all pilot training within the division is suspended until further notice. This does not apply to pilot exams, they can continue. At the moment, we do not have the required man power within the training staff to be able to offer pilot training. We hope that this suspension will have been lifted no later than Monday 17th August 2009.
We are looking for new members to join our pilot training team and have so far received a number of applications. We hope to appoint some new members to the team in the next 10 days.
We are also looking to completely revolutionise the pilot training system within the division and are currently working in the background to accomplish this.

ATC training within the division has now resumed. We will be trying to run courses on a regular cycle with 4-6 students per course. Enrollment will be opened for each course 2 to 3 weeks ahead of the start date and will be closed 3 days beforehand.
To ensure students are better prepared for the course they must pass all the mini-assessments of the Intro theory course before starting rating courses. These assessments are multiple-choice with 3-8 questions. Before attempting the tests we strongly recommend students read through the relevant section of the theory course if they don't already know the subject.

We would like to remind all members that the following airfields are designated as sandbox airfields:
- Exeter (EGTE)
- East Midlands (EGNX)
- Leeds Bradford (EGNM)
- Aberdeen (EGPD)
- Belfast Aldergrove (EGAA)
Sandbox airfields are places that have been selected as airfields where new members or members who do not wish to complete our training program can control with any rating.
Training aerodromes are NOT designated sandbox airfields. These are airfields that have been specifically set aside to train our controllers. Our current training aerodromes are:
- Edinburgh (EGPH)
- Birmingham (EGBB - This will no longer be a training airfield once all those currently under training at Birmingham have finished)
- Bristol (EGGD)
- Stansted (EGSS)
It has become apparent that members who do not have a C1 rating (or above) or are not under training have been opening lots of positions at the training airfields and treating them as sandbox airfields. This can not be done for 2 reasons:
1) Members under training are encouraged to log onto the network outside of training sessions to practice without the instructor being there so that they get exposure to traffic and gain valuable experience. They are unable to do this when all the positions at the airfield are being taken up by people not under training. They are also not able to fully practice everything they have learned when ground and delivery positions are open at the airfield under conditions when they are completely unneccessary. We have had a number of complaints about this over recent weeks.
2) Members flying into and out of training airfields appreciate that the controllers are under training however it is quite obvious when a member who has not received any training at all attempts to control. This spoils the fun for these pilots. There have been a very large number of complaints from pilots (and other controllers) over the last 2 weeks about controllers attempting to control at the airfields and not providing the high quality service that they come to expect from the division.
As a result of all this, the following FRA's will be in force at our training airfields:
EGPH_GND - C1 FRA
EGPH_TWR - No FRA
EGPH_APP - C1 FRA
EGBB_DEL - C1 FRA
EGBB_GND - C1 FRA

As you may be aware, we recently lost 2 members of our training staff. We would like to once again thank Lucas and Robin for their hard work.
As a result, we now have a bigger backlog of students than before and only a limited number of people available to work to clear it. We have therefore had to take some remedial action. As of 28th April 2009, all Aerodrome and Approach courses are suspended (except those that are already in progress) until further notice. This is likely to be for at least one month but could be longer.
This has been done so that we can get all the students currently undertaking training through the courses and through exams. We understand that some members will be disappointed by this but it was the only workable solution we could find to ensure that the training department kept running smoothly.
All 40 students currently undertaking training will not be affected although some people may have a change of instructor. You will be contacted over the next couple of days if this is the case.
Instructions for anyone who would like to enroll on a course that will start after the suspension will be provided here shortly.
We would like to apologise for any inconvenience this may cause and thank you for your understanding.

Data updates have been created so that IvAe shows the new London and Scottish sectors correctly. These updates have been sent to the Software Development department and will be included in the next data update which should be released in the next couple of days.
Unfortunately, due to limitations with IvAe, we have had to slightly change some of the IvAc callsigns for certain sectors. If we had not done this, the sectors would not have displayed correctly in IvAe when online.
As of 2300Z on 01st December 2008, the following IvAc callsigns will change:

EGTL_BNN_CTR becomes EGTL_BN_CTR

After 6 months of hard work, we are pleased to announce the release of the new London and Scottish FIR's.

In order to understand the new FIR, it is essential that you more or less forget how the old one worked. Trying to compare it to what we had, especially the IvAc identifiers, will complicate the issue more than it needs to be.
The London and Scottish FIR's now look like this:

The London FIR is split into 3 ACC's - London Area (AC), London Terminal (TC) and Manchester ACC (MACC)
TC is divided into 5 sectors and covers the London TMA and part of the Clacton CTA upto FL215. Do note the ceiling is variable depending on where you are. All TC sectors can be combined into one sector which can be opened without London AC being online, however the ceiling will always be FL175-215. London TC will use the IvAc identifier EGTL_***_CTR.
MACC is divided into 3 sectors and covers the Manchester TMA and Irish sea. It's ceiling is FL285, above it sits S10 and S28. As with London TC Manchester can be opened as one single sector but the ceiling remains FL285. Manchester will use the IvAc identifier EGTM_***_CTR.
AC is the area sector by default, covering most of the FIR down to the base of controlled airspace, excluding London TC and Manchester. London AC will use the IvAc identifier EGTT_***_CTR.
The Scottish FIR contains only 1 ACC - Scottish ACC (SACC)
SACC is divided into 3 sectors which cover the entire Scottish FIR and the northern parts of the London FIR. Scottish ACC will use the IvAc identifier EGPX_***_CTR
- S2 is removed as an actual sector. It's levels are distributed to the previous 'mid-level' sectors.
- Manchester ACC nearly doubles in size getting an extra 9 levels vertically.
- EGTS is no longer used.
- Most common routes through the UK are now governed by standing agreements. No more guessing what level an aircraft should be at.
- The boundary between Scottish ACC and London ACC moves south permanently. We don't use the FIR border at all anymore.
For the moment, FRA's will be set as follows:
AC Sectors = C2
TC Sectors = C2
MACC Sectors = C1
SACC Sectors = C1
These FRA's will be reviewed after a few months.
A brand new sectorfile which covers the entire UK (Both London FIR and Scottish FIR) has been created and is now available for download from the website:

We have taken on board all comments received from members since the publication of NOTAM INDIA and have made some changes to the FRA's that will be active within the division. We believe the changes that we have made are a fair and thought out compromise from the original FRA's we would have liked to have remained.
18 months ago we embarked on a massive new training scheme within the division. At that moment in time, training was not structured, wishy-washy, contained lots of cross instruction and was becoming a huge task to try and accomplish. An idea whereby we would create structured courses to train people was dreamt up and after nearly 12 months of hard work and effort from the training staff, the new courses were born.
Before the training courses, we used to get lots of complaints about the quality of ATC being provided, so it was our intention to improve the overall quality - One way of doing this is through the use of FRA's. We decided that after a number of months of training on the new courses, FRA's would be gradually increased to match the new standard of controllers.
As training in our ATC courses progresses and more people pass exams, we need to reflect this higher standard of controlling online on the network. As we now have more controllers than ever, the time has come to increase the FRA's to what was first discussed between the staff before we embarked on our new training system.
These changes effect Airport FRA's only - Area sector FRA's will follow in a few months.

As an essential part of the longer term plans for the restructuring of controller training within the division, we will be increasing the FRA's on a number of Approach radar positions at major airfields. Since attaining the higher level control ratings is far easier with the new structured courses (and the introduction of the Approach Radar (C2) course is imminent), we want to ensure that we have able, qualified controllers providing radar services at major aerodromes in the division.

The FRAs on Heathrow Tower (EGLL_N/S_TWR) and Heathrow Ground (EGLL_N/S_GND) have been increased to a C1 FRA between the hours of 16Z (1700 local) and 23Z (0000 local). Outside of these hours, they will remain an S3 FRA.

Only approved members may open a Shanwick (EGGX) Oceanic position. Approved members are those who have had training and have been cleared by Andras Nyeste or those with approval from United Kingdom HQ. This NOTAM applies to UK based controllers as well as controllers from other divisions.
It has been decided to keep the FRA to a C1 so that those C1 + members who have approval are still able to log onto the position and control at any time. Any member controlling who does not have approval may continue to provide a service but should request a training session as soon as possible so that they can become familiar with the correct procedures.. Changes to UK Instrument Landing System (ILS) Phraseology
In the UK, the standard ICAO phraseology "Cleared for ILS Approach" has never been used. This is due to the procedure design, UK Airspace complexity and lessons learned from flight safety related incidents involving traffic conflicts caused by aircraft descending below their cleared level.
Problems have arisen with the current ILS clearance system, where, on occasions, pilots have not received clearance to descend in sufficient time to follow the ILS glideslope and this has led to unstable and rushed approaches. To reduce the likelihood of pilots not receiving descend clearance in sufficient time, new phraseology is to be introduced. This new phraseology provides, in a single transmission, clearance to descend on the ILS once established on the localiser.
With effect from 15th November 2007, the following revised ILS phraseology will be used for radar vectored ILS approaches in the UK:
a) ATC Instruction:
(Callsign and vectoring instructions as at present)
followed by
"when established on localiser, descend on ILS (QNH)"
b) Pilot Response:
(Read back vectoring instructions as at present)
followed by
"when established on localiser, descend on ILS (QNH), (callsign)"
Example:
"BAW123, turn right heading 245, when established on the localiser (Runway XX), descend on the ILS"
"Turn right heading 245, when established on the localiser (runway xx), descend on the ILS, BAW123"
- QNH can be omitted if it has already been passed once during the approach
- Runway number should be added in the transmission at airports with more than one runway
Pilots will maintain the last assigned level until established on the ILS glideslope. It is not necessary for pilots to report when descending on the ILS.
When a controller deems it necessary, for traffic separation purposes, to ensure that an aircraft joining the ILS does not commence descent until specifically cleared by the controller, the following alternative should be used:
a. ATC Instruction:
(Callsign and vectoring instructions as at present)
followed by
"report established on localiser, maintain (level )"
b. Pilot Response:
(Readback vectoring instruction as at present)
followed by
"report established on localiser, maintaining (level ) (callsign)"
followed by
"Localiser established (Callsign)"
c. Subsequent ATC Instruction:
"(Callsign) descend on ILS (QNH)"
d. Subsequent pilot response:
"(QNH) - descend on ILS (callsign)"
Example:
"BAW123, turn right heading 245, report established on localiser (runway XX), maintain 3000ft"

London Heathrow (EGLL):
Frequency 118.7MHZ is now associated with the Northern Runway (09L/27R)
Frequency 118.5MHZ is now associated with the Southern Runway (09R/27L)
To facilitate this change, the IvAc callsigns for the tower positions have changed.
From 2300Z on Friday 28th September 2007, EGLL_A_TWR and EGLL_D_TWR positions will no longer exist. These have been replaced by:
EGLL_N_TWR (Tower responsible for the Northern Runway (09L/27R)) - AIR NTH
EGLL_S_TWR (Tower responsible for the Southern Runway (09R/27L)) - AIR STH
Before logging onto the network as a Heathrow Tower Controller, you must now check the runway in use for LANDING using the Preferential Runway Procedures and weather information. This is to ensure that you log on with the correct callsign and frequency.
If the landing runway is 09L/27R, log on as AIR NTH.
If the landing runway is 09R/27L, log on as AIR STH.
